there is NO punishment by God - only ego and mortals punish

poverty may have many causes
some common cause may be lahziness and stinginess
in this case poverty is self-inflicted
poverty may be the result of karma
any karma can and must be dissulved by love
by the person and / or by truly loving ones
as a last option all have the possibility to apply for grace and mercy FROM God directly - this applies very special to all those who have fully understood the cause and reason of their karma and thus are willing from the bottom of their heart to change and love !

helping poor ones is a moral and spiritual duty of all mankind and never interferes with God's plan! God's plan is to love, to free and to bring HOME ALL his beloved children.

how to help and to what extent to help is something ONLY a truly loving heart can know - God will guide if guidance is asked for.
