Philippines is a country for retirement or self-employed - on the way to heaven ...
With decades of international traveling/working - Philippines certainly is a country least suitable to find employment. There is no real and slid foreign industry with a few exceptions in Laguna - in high end consumer electronics.
The vast majority of all foreigners here are either retired and living from a pension coming from abroad, or they are self-employed by owning a hotel resort, dive-resort or similar operation. Typically there is a possibility to obtain permanent residency by depositing a larger amount in cash into a PH bank account. Once it is deposited, there is no way to use it until you leave the country. As far as I am informed this required deposit is in excess of 50'000 US$. Another way to obtain residency is to invest substantial amounts into a local industry - like a resort hotel etc. Here again you will look at amounts much greater than 50'000 US$ of investment.
Most of the resorts I know so far are managed by one of the share holders or by the owner ... A typical way for you with your professional background would be to own/operate your own resort somewhere in the Philippine islands OR to find a resort owner looking for a manager. For latter option, ,may be a Google search may help you to find possible vacancies.
However another option, since you are familiar with all common operating systems, would be to have your own online presence and do online something really useful that attracts thousands or more of daily unique visitors. To start learning now might be far too late since you want to come NOW to the Philippine islands - but if you KNOW how to be successful online, then such solution might be a reasonable option to earn a honest living here or anywhere on this planet. The key to success is to KNOW what and how to do and to be truly useful and helpful to a global community.
Like so many foreigners - there is no need to have resident permit to stay here years or life long - you also can stay in the Philippines as a regular legal tourist, 2 months at a time visa, extended until one year maximum then you leave the country for a day or more, to return back for another 2 months at a time tourist visa extension.
I latter case you have to calculate all combined annual visa fees PLUS your annual out of contry trip ( visa trip ) approximately 1000 US$ per year.
Keep in mind - valid for all humans - there is a time to earn/accumulate experiences as an employee, then there is a time to jump into freelance / self employment work.
Salaries for regular employees in the Philippines currently are maximum the legal minimum, only some top qualified people may find jobs up to 200-300 US$ or seldom more per months in top jobs/top positions. Many local employers pay far less than the legal minimum ( approx 100 US$/month ) - leaving nothing for a decent living. The only way to earn a decent living is by having your own employment - possibly independent of location. Philippines still is a solid "banana republic" - i.e. a country without straight forward legal rules, a country governed above all by monkey business, corruption and banana republic politics ...
If NOW you feel unprepared for your own business - then you may kick butts and get all the missing funds and knowledge / skills top be ready in a few years from now.
