Wrong quotes may lead to errors - official sources are preferable over private sources
The data reported by you are evidently a WRONG quote. YOU quoted "april, 2008", but the title of the page/URL you cited is from April 2006:
Original title of your quoted source: Filipino Scene Report April 2006
I have quoted in an earlier p0published text the original Philippine government source for current valid minimum wages. DOLE seems to agree with that government source.
For precision purpose I prefer to limit sources to official government sources rather than private publications.
As said earlier - this case is part of ongoing legal proceedings and thus I wish to no further elaborate on a current ongoing legal proceedings! I am sure that Philippine authorities are well prepared to properly proceed without further assistance from outside to properly conclude this deplorable matter in harmony with valid and applicable Philippine law.
God bless

P.S.:
May be it might be time to change your Internet cafe to receive better counseling in the search for accurate official sources ?? Slice it appears that you are aware of other cases of employee exploitation and since you definitely have the proper education to know what is human behavior and where decent life in dignity is impossible, you may well wish to learn proper accurate procedures before helping some of those other cases you mentioned earlier and apparently are currently aware of.

It might be just time to surrender this entire Papanga-case to where it belongs and currently IS - into hands of professional legal authorities. ... Ultimately God always creates justice for all, even if mankind fails. I prefer God to control and conduct this matter his way.
