Efforts are needed - efforts are free. Human efforts, work, love is all needed to turn a more or less empty hill or mountain into a fertile piece of valuable agriculture land.
In a later photo about Sagada you may see a valley just a few dozen kilometers away with almost empty and mostly dry mountains. The only difference is attitude of the people living there vs the people having created this beautiful fertile area. Once the extraordinary efforts are made, the fertile land pours tons of food into the many families living there. Food is the single most important resource needed for life. We all can live without technology, without electricity, without space programs - but we all need daily healthy food and clean water to live happily in a natural and clean environment.
